An Uighur man makes a call at a public phone station at a bazaar in Urumqi, the capital city of China's Xinjiang Uighur Autonomous Region, September 11, 2003. China says it has made vast investments in the region to raise prosperity. But critics argue that the investments are mainly geared to the Han Chinese, who make up 80 percent of Urumqi's two-million-strong population. For about three decades, Turkic-speaking Muslim Uighur separatists have used political and terror activities to work towards independence from China.
