Tocantins Governor Jose Siqueira Campos speaks to Reuters on June 1, 2001, from his office at the Araguaia Palace in Palmas, the planned capital city of 160,000 people. Speaking on Palmas, which is just 12 years old, Campos told Reuters; "Without a doubt, it will be the main pole of attraction and center of development in the center-north region." He became the first governor when the state was created in 1988 and was voted in again in 1995. He is now championing a hydroelectric project which will provide much-needed energy for the entire state and part of the rest of Brazil, which faces its worst energy shortage in 30 years. GN/JP
