HE CHUNLIN DELIVERS A SPEECH IN BEIJING, 1999-12-20 (photo)

He Chunlin, Secretary General of the National People's Congress Standing Committee delivers a speech about the election of NPC delegates from the Portuguese colony of Macau which returns to Chinse rule on December 20, 1999. The Parliament also began debating landmark constitutional amendments Tuesday, including provisions to boost the private sector abd enshrine the rule of law. The NPC is expected to pass next week all six amendments put forward by the ruling Communist party which amount to one of the boldest revsions to the constitution, first promulgated in 1954. NB/JIR
