A Bolivian indian woman and a boy walk near the vice presidential building in down town La Paz while soldiers patrol, February 13, 2003, after protesters set fire to the building, February 12, 2003. Bolivian President Gonzalo Sanchez de Lozada scrapped unpopular tax measures on February 12 following protests that included a clash between police and troops outside the presidential palace in which 10 people were reported killed.
