James A. Farley, who had served as FDR’s campaign manager in the 1932 presidential elected, was appointed Postmaster General in 1933. As PMG, Farley presented Roosevelt, an avid stamp collector, with special printings of newly issued postage stamps. The printings included the first sheets printed of each stamp, usually imperforate and ungummed. When stamp collectors discovered that others besides the president were receiving the special printings, a storm of protest ensued. As a result, Farley ordered that all special printings that had been given to friends and relatives be reprinted and made available to the public. The first day of sale of these reprints came to be known as “Farley’s Follies.” Shown here is an uncut sheet of 400 three-cent perforate stamps with full gum. Farley used a crayon to certify the sheet, "OK, James A. Farley, PMG, 4/11/33."
